What it means
The sentence does not open with an event. It opens with a negative about belief — no one would have believed — so the first fact established is a condition of the human mind, and the watchers enter only in a subordinate clause, as something already true while nobody credited it. The tense is retrospective: a narrator writing afterwards, dating the disbelief to a specific stretch of years so that his own recent past becomes a period with a name.
The other choice worth keeping is the yardstick. Keenly and closely are both adverbs of attention, and the comparative is intelligences greater than man’s — not larger, not better armed. Wells grades the threat on intellect, which is why the line still reads as modern; most of what has since been written in its shadow reaches for size or firepower instead.
What it teaches you
Borrow the yardstick. When you size up a rival, a regulator, or an attacker, notice which axis you are measuring on — budget, headcount, weapons — and then ask Wells’s question instead: are they thinking better than you, and paying closer attention? Threats assessed only on scale are the ones this sentence is about.
