What it means
This is a claim about occupancy, not about virtue. A bed that is being weeded, watered and watched has no unattended ground left in it, and a thistle needs unattended ground. Notice the verb: tend, not plant. Planting a rose proves nothing — the thistle is kept out by the repeating work, which is why the sentence sits in the present tense.
Quoted on its own it usually gets softened into a promise that good feeling drives out bad feeling by some natural law. The gardener is saying something smaller and far more reliable: ground is finite, and whatever is not being given to the rose is available to something else. It survives outside the novel because it is literally true of gardens, which is the best warrant a proverb can have.
What it teaches you
If you are trying to stop something — a habit, a rumination, an argument you keep rehearsing — decide what will occupy that specific hour and that specific place instead, and tend it on the days you do not feel like it. The line offers no technique for pulling thistles out, and that omission is the advice.
